Is person taken registration voluntarily & having turnover less than ₹20lakhs/₹10 lakhs liable to pay tax under GST

Can a person who has taken GST registration voluntarily avail of the basic exemption threshold of Rs 20 lakhs / Rs 10 lakhs (depending on the state) and not pay GST?

*No.* *Every registered person would be required to pay GST on every rupee of supply of service or goods by him.*

Please read section 22(1) with section 9(1) and section(107).
As per sec-9 tax shall be paid by taxable person and section(107) says taxable person means a person who is registered or liable to be registered u/s 22 .
Once you take registration even  voluntarily .It makes you taxable person  and tax liability will arise on supply made by you.
If intention of the law had  giving exemption, they would have given as it was in earlier law of excise or service tax under specific notifications.
